Everything is handled by the <a href=\"https:\/\/dps.mn.gov\/divisions\/dvs\">Minnesota Driver and Vehicle Services (DVS<\/a>). There are three types of driver&#8217;s licenses:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Standard<\/strong><\/li>\n\n\n\n<li><strong>REAL ID<\/strong> \u2013 allows you to<strong> fly within the United States<\/strong> or enter federal facilities<\/li>\n\n\n\n<li>Enhanced (for US citizens only)<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">1. <strong>The Instruction Permit<\/strong><\/h2>\n\n\n\n<p><strong>With the permit, you can drive only :<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>With a licensed adult (21 or older) in the passenger seat.<\/li>\n\n\n\n<li>Using a private vehicle (rental cars or Evie-type of cars are not allowed)<\/li>\n<\/ul>\n\n\n\n<p><strong>Requirements:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Be at least 15 years-old.<\/li>\n\n\n\n<li><strong>Pass a knowledge (written) test about road rules and signs. <a href=\"https:\/\/s3.us-east-2.amazonaws.com\/assets.dps.mn.gov\/s3fs-public\/dvs-class-d-drivers-manual-english.pdf\">The Driver&#8217;s Manual is the resource to help you study. <\/a><\/strong> Talk to Britt Nelson for more info.<\/li>\n\n\n\n<li>Pass a vision test.<\/li>\n\n\n\n<li>Show <a href=\"https:\/\/s3.us-east-2.amazonaws.com\/assets.dps.mn.gov\/s3fs-public\/dvs-standard-required-docs.pdf\">two proof of identity<\/a> (for the Standard Permit) or <a href=\"https:\/\/s3.us-east-2.amazonaws.com\/assets.dps.mn.gov\/s3fs-public\/dvs-real-id-document-requirements.pdf\">one proof of identity and legal status, two proof of Minnesota residency, and your SSN<\/a> (for the REAL ID permit).<\/li>\n\n\n\n<li>Pay the <a href=\"https:\/\/dps.mn.gov\/divisions\/dvs\/license-and-id\/dl-and-id-card-fees\">application fee<\/a> (\u200b\u200b$29.50 as of Oct. 2025). <\/li>\n<\/ul>\n\n\n\n<p>There\u2019s no required number of practice hours (unless you are under 18), but you\u2019ll need enough experience to pass the road test.<br><strong>The permit is valid for two years (renewable).<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">2. <strong>The Driver&#8217;s License<\/strong><\/h2>\n\n\n\n<p>18 year-olds who are not previously licensed <strong>must hold an instruction permit for 180 days<\/strong> before passing a road test. Applicants who are 19 or older <strong>must hold an instruction permit for 90 days<\/strong> before taking a road test. Once you are ready and confident driving, <strong>you can schedule a road test<\/strong> with the Minnesota DVS. <a href=\"https:\/\/dps.mn.gov\/news\/dvs\/get-ready-your-drivers-road-test\">Here<\/a> is what you can expect during the road test.<\/p>\n\n\n\n<p>What to bring to the<strong> road test<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Your instruction permit.<\/li>\n\n\n\n<li>Your glasses or contact lenses if you have them.<\/li>\n\n\n\n<li>A valid, licensed driver.<\/li>\n\n\n\n<li>A vehicle to test in, and proof of insurance for that vehicle. <\/li>\n<\/ul>\n\n\n\n<p>If you pass \u2192 you can <strong>apply for a Class D driver\u2019s license<\/strong>.<br>If you fail \u2192 you can retake it. You will have to pay a $20 test fee if you don\u2019t pass after the first two tries. <\/p>\n\n\n\n<p>To<strong> apply for a driver&#8217;s license<\/strong>, you will need:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Your passed road test.<\/li>\n\n\n\n<li>To pass a vision check.<\/li>\n\n\n\n<li>Show <a href=\"https:\/\/s3.us-east-2.amazonaws.com\/assets.dps.mn.gov\/s3fs-public\/dvs-standard-required-docs.pdf\">two proof of identity<\/a> (for the Standard Permit) or <a href=\"https:\/\/s3.us-east-2.amazonaws.com\/assets.dps.mn.gov\/s3fs-public\/dvs-real-id-document-requirements.pdf\">one proof of identity and legal status, two proof of Minnesota residency, and your SSN<\/a> (for the REAL ID permit).<\/li>\n\n\n\n<li>The <a href=\"https:\/\/dps.mn.gov\/divisions\/dvs\/license-and-id\/dl-and-id-card-fees\">correct fee<\/a> ($46 as of Oct. 2025).<\/li>\n\n\n\n<li>Know your Social Security number, if you have one.<\/li>\n<\/ul>\n\n\n\n<p>Pre-apply <a href=\"https:\/\/onlineservices.dps.mn.gov\/EServices\/_\/\">here<\/a> for faster service.<\/p>\n\n\n\n<p>Every Minnesota resident who operates any motor vehicle (car, truck, motorcycle, ATV)<strong> must have a driver&#8217;s license<\/strong>. The operation of an automobile without a valid operator&#8217;s license is illegal and punishable. It is also illegal to permit another person who has no valid license to drive an automobile. <\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>IMPORTANT<\/strong><\/h5>\n\n\n\n<p>From Aug. 1, 2019, Minnesota law requires <strong>hands free<\/strong> usage of mobile devices. (For further information, please check at <a class=\"external\" href=\"https:\/\/dps.mn.gov\/divisions\/ots\/hands-free\/Pages\/default.aspx\">Dept of Public Safety<\/a>.) <\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><strong>No Show Fee:<\/strong><\/h5>\n\n\n\n<p>There is a<strong> $40 no-show fee if you don&#8217;t show up to your appointment<\/strong> or you cancel\/reschedule less than 24 hours before your appointment time. You will be charged $20 if you cancel\/reschedule your appointment between 24 and 72 hours before your appointment time.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Locations<\/h4>\n\n\n\n<p>You can find a list of locations where you can pass the written and road tests at the following link:&nbsp;<a class=\"external\" href=\"https:\/\/dps.mn.gov\/divisions\/dvs\/locations\/Pages\/find-office-locations.aspx\">Driver and Vehicle Services Locations<\/a>. If you choose to take the test at a DVS station, schedule an appointment online at <a href=\"http:\/\/drive.mn.gov\">drive.mn.gov<\/a>.<\/p>\n<p>Downtown St Paul Station &#8211; <a href=\"https:\/\/maps.app.goo.gl\/KazKWpavpdeWYnhh9\">Route by bus<\/a><\/p>\n<p>Times: Weekdays 8AM-4PM<\/p>\n<p>We recommend getting an appointment in the mornings, or early afternoon to ensure you would be able to process your Driver&#8217;s Permit after passing your test.<\/p>\n<hr \/>\n<h3><strong>Study for the test<\/strong><\/h3>\n<p>We recommend allocating at least 1 week to go over the <a class=\"external\" href=\"https:\/\/s3.us-east-2.amazonaws.com\/assets.dps.mn.gov\/s3fs-public\/dvs-class-d-drivers-manual-english.pdf\">Minnesota Driver&#8217;s License Manual<\/a> before your test. We recommend you get an appointment even while you are still practicing, as it might take long.<\/p>\n<p>In order to schedule a Road test you will need to make an appointment on the <a href=\"https:\/\/dps.mn.gov\/divisions\/dvs\">DVS website<\/a> (<em>-&gt; Appointments -&gt; Schedule an Appointment -&gt; Driver Services<\/em>)<\/p>\n<p>You can select<strong> a First time appointment<\/strong>.
